How to use neighborhood data in SQL Server?

I found some interesting neighborhood date which seems quite useful.

I'm wondering how to consume this data in SQL Server.  How can I do some kind analysis on the data?  Can I create visual maps, and some simple thing like one would see on Google maps, using this neighborhood boundary data?
